NOTICE:

H.R. 1555 Communications Act of 1995 SEC. 713 (b) COMPETITIVE CONSUMER AVAILABILITY OF CUSTOMER PREMISIS EQUIPMENT. - The commission shall adopt regualtions to assure competitive availability, to consumers of telecommunications subscription services, of converter boxes, interactive communications devices, and other customer premisis equipment from manufacturers, retailers, and other vendors not affiliated with any telecommunications system operator. Such regulations shall take into account the needs of owners and distributors of video programming and information services to ensure system and signal security and prevent theft of service. Such regulations shall not prohibit any telecommunications system operator from also offering devices and customer premisis equipment to consumers, provided that the system operator's charges to consumers for such devices and equipment are separately stated and not bundled with or subsidized by charges for any telecommunications subscription service.
